About Horsemen of North America Safety Control Risk Purchasing Group 

(Formed in Illinois in 1988)  This organization is an insurance buying group that is registered with insurance departments in 50 states under the Federal Risk Retention Act of 1986.  The act allows for groups of individuals with like characteristics and interests to take advantage of group buying power of liability insurance.  The act allows for some state laws to be waived or by-passed so that the group’s insurance changing needs can be met more quickly and effectively.
